| Judging from how people were acting when Sheva and Chris were heading to Reynard's meat shop, it's pretty safe to assume that most, if not all, of them were infected. So why didn't they immediately attack Chris and Sheva while they were still unarmed? |

| I don't think they were infected. After Sheva gets the pat down, they entered the known affected area. That's the area I was talking about, where you see the majini kicking that sack and the guy getting dragged off behind the building. They clearly did not like Chris and Sheva's presence, but didn't do anything until later. |

That's a serious possibility; the execution of Reynard might have been a way to inaugurate the hunt for the "outsiders." I wish I knew some Swahili to know what the Agitator was saying.
I do however wonder whether the quarantine of the infected region was as complete as it should have been, as some of those people on the outside looked very suspicious. |

| Oh, I'm an idiot. For some reason I thought that area came before you met Sheva and entered the infected area. I forgot that the whole beginning there was a cutscene which had them enter the infected area. Wesker did, through Irving who convinced the people that they were getting vaccines for a mysterious disease. Remember that diary in the marshland. I Ndipaya and Sondipaya were serving as Wesker's personal army.
As for the town majini, I think that they were being infected by Tricell to be used as advertisements to terrorists for potential bioweapon sales. |

| It's also possible they weren't attacked because they didn't present a threat, being totally unarmed at the time. Another possibility is that they weren't attacked because they didn't know what was going on yet. |
