Finally I found something that proves this! I'm so happy. The game has never actually contradicted anything but still, this was a neat find.

The t-virus in the development laboratory of Umbrella's Paris branch is stolen.
The luxury cruise liner "Spencer Rain" owned by Umbrella is sea-jacked and turns into a stage of bioterrorism using the stolen virus. In order to raise funds for the revival of his company, Spencer secretly prepared a B.O.W. auction here. But in this terror, Umbrella loses many precious samples and customers.
This is from a Capcom book titled "Inside of Biohazard Darkside Chronicles" which includes a timeline ranging from 1960s to the event of RE5 in 2009.
