My guess would be just beating the game, again. That's how it's always worked, you just check the closet and you've got a new outfit.
RE3 had like 6 or 7 or 8 alt. attires if I remember correctly.
RE1 had at least 2 for each right?

re3 has 4 for the psx which you have to unlock... in the pc version theres 8 which can be selected in the new game
not sure for RE1, i only unlocked chris' brown leather jacket one |

| I've finished RE1 on both characters several times and with A rank but never got Jill's alternate. I only got the leather jacket for Chris.
I know one alternate for Jill in RE3 is Regina's outfit from Dino Crisis.
