But yes continuity will be an issue, Resident evil 0, of course being a prequel will not settle into the time line as nicely as we would like.

I'm talking about just the STARS in general, definately before, and just leading up to the Mansion Incident, not with the events of RE1, or RE0 for that matter, as a credential or experience.
She was in that regard, the least experienced. Definately combat wise. The medical experience is what she brought. I'm pretty sure Kenneth(J. Sullivan) had some sort of chemistry knowledge, of course that didn't help him, just pointing that out.
If you mean Becca has the most experience, that is after RE1, I'd still say she doesn't. Chris & Jill probably have that one. We haven't seen much of Barry or Rebecca since though.
@Mass, I read that Kevin has a happy-go-lucky attitude. I think it said he would rather shoot now, ask questions later. I think it was in the booklet for Outbreak.
