Found an interesting excerpt in RE2 page in wikipedia. It fits the game at hand pretty well.

Some think it is but it's just how you want to interpret the canon. In that version Sherry manages to escape Raccoon all by herself and hides from the government so in my books it isn't. Some things still might be, so who knows.
