Like Mass said, more like an antagonist. That's how mysterious he was, we didn't even see him til RE5, unless you count his uncredited role in UC, which we didn't even know for sure was him, until RE5.
He was only mentioned in documents, so you could consider him a character, as much as Martin Crackhorn, or George Trevor.
