In the game world, the people dealing with Las Plagas didn't even have the T-Virus on their minds. In the real world (real life) Capcom just wanted to progress the story and created the Las Plagas. The zombie outbreak was an accident, so it's logical that after it was taken care of, there would be no more zombies unless another accident occurred.
